Where the opportunity is

India-inbound

The India-inbound story here runs through construction chemicals and materials technology rather than cement itself, admixtures, protective coatings, anchors and grouts. That domestic market is worth $2.53 billion in 2026 and is compounding at over 12 percent a year, driven by the same infrastructure build-out that's pushing India's own cement producers toward lower-carbon production methods.

Europe-inbound

Cement sits inside CBAM alongside steel, aluminium and fertiliser, but it's a much smaller share of India's actual export exposure, iron and steel alone account for roughly 90 percent of India's CBAM-exposed trade, meaning cement exporters face the same certificate mechanism but on far thinner volumes than the metals sector carries.

Regulatory position

India side

Portland cement and concrete admixtures fall under mandatory BIS certification (IS 269, IS 9103) for domestic sale.

Europe side

CBAM's definitive phase, live since 1 January 2026, requires EU importers to buy certificates against embedded emissions for cement the same as steel and aluminium, priced against the same quarterly certificate rate, currently €75.36 per tonne of CO2 for Q1 2026.
